Legal Question in Landlord & Tenant Law in California

Hello,
I have a question on what I can do and what my landlord is supposed to do. On Friday, I called my managers office and told them I could hear rats in my cabinets and the walls. They told me they couldn't do anything until Tuesday. Then they said they could send someone over the next day, Saturday, to just check it out. They never did. We went in today and they still said they cannot do anything. We have taken picture. Our food has been eaten by whatever has been in our cabinets, there are feces in the cabinet, and we also found that there is a perfect, circle, hole in our cabinet to the wall which must not have ever been fixed. We pay almost 1000 dollars a month and always pay on time and the apartment is about 40 years old! There are other things that they do not really take care of either. Right now, I am just more concerned about the rats because of our food that we struggle to pay for, our health and our dog�s health.
