Legal Question in Legal Ethics in California

A person had responsibility, by agreement, to handle money $170,000 and protect my possessions $200,000.

This did not happen.

Further this person did conspire with another to deceive me.

This case began in 1996, I found what occured in 2004.

To date no attorney will handle this case.

I live on pension money only, I am 63 years.

At this time, I live outside US, am a resident of CA and a US citizen

Is this case now considered mute?

You haven't given enough facts to answer.

What responsibility? What kind of agreement? What kind of conspiracy? What reasons have attorneys given, except that they want to be paid up front? Where do you live? By mute, I am assuming you mean statute of limitations has run.

Written contracts have 4 year Statute of Limitations from the discovery of breach, and oral contracts are two year SoL.
