Legal Question in Legal Ethics in California

Hi, I was just reading about Statute 165, CA. Vehicle Code 23123. We are independent contractors of a tow service in Manteca, CA. We are contracted thru CSAA (AAA), and being that our trucks, our uniforms, logos- everything- clearly says EMERGENCY ROADSIDE SERVICE on them, does that make us exempt? I've read about the statute & vehicle code- but i'm confused on some of it

The statute distinguishes tow trucks, provided they are using the phone described in the statute.

It's not clear what type of phone and the reasons for the calls, but being a tow truck operator alone is not sufficient to meet the exception as I read it.
