Who is financialy responsible when a dog is hit by a car?

I gave my 11 year old neighbor permission to go in my back yard to get his ball. He did not close the gate and his sister(8) and my daughter(4) followed behind him.I shouted several times for him to close the gate, without any response I went to close the gate but our dog had already escaped from the yard and was hit by a car. The driver stopped but I didn't get any info from him. I need to know whos legal obligation it is to pay for the extensive medical bills.

In a word, your 11 year-old neighbor's parents might be responsible. You might consider approaching them with the facts and ask whether they are willing to contribute to the medical bills. Alternatively, you may be able to sue them. If you decide to file a lawsuit, you should at a minimum consult with an attorney prior to filing suit so that you can explain in detail what happened, and answer any questions the attorney might think would have a bearing on your case.
