Is it O.K. to deliver this notice via certified mail?

Our CA member attorney would be certain, but in most states you can deliver in a manner that ensures receipt. I often advise clients to leave a copy on the door and mail it CMRRR and first class just to be safe, assuming you can't get the tenant personally.

Unless you are going to put a lot of effort into learning the procedure for an eviction you should hire a foreclosure company to do this.
