Legal Question in Sexual Harassment in California

I work for the state of Ca. I took a job well below what I am qualified for because of the economy. Most my fellow employees are not from this country, and can not speak english very well. I have a B.S in Business Administration and work as a janitor

I have had 2 incidences just working 8 months for the state. One was a sexual comment that I did not continue to presue; however, I have another supervisor keep asking me about this situation, and seems to be around my unit watching me and my breaks? is this harassment? It is unsettling for me to do my job and this one supervisor is constatnly watching me?
