Legal Question in Traffic Law in California

My husband had an old ticket in 2003 in other county. and also a unpaid fine other county. he was aressted in other county were he was stopped by an officer for not wearing his seat belt.He has served 5 days already. he went to court and the judge says he has to do 30 days, what other options do we have.
