Can you demurrer to a 132a Petition in a Workers Compensation case?

No. The procedural aspects of the WCAB are pretty informal and do not recognize attacks on the pleadings such as demurrers. It may be possible to ask for further facts, but tactically you may not want to do that. If you are defending the LC 132a petition you should seek counsel because you may be in danger of a FEHA claims as well.
