Legal Question in Consumer Law in Connecticut

My son graduated college May 2007, I have been paying his loans since fall of 2007. Just recently, three years later I received a bill from another educational financial service with another balance, another loan program, but the same account number of one financial service that I had been paying for three years. I called them and was told that every student has the same account number no matter how many loans. This looks like fraud to me. Thanks Frank East Hartford, CT
