Non payment of goods shipped inerstate

I shipped stucco products to a contractor who has since filed bankrupcy. The products were used by and benefitted an enduser in the state of connecticut. I am in new york state. I seem to remember an ICC law making the end user responsible for payment of the goods shipped Interstate whether or not they had been paid for by the party that had ordered the product. Can you find a law or action that pertains to this situation? Since the ICC has been disolved in 1995 I can not find the statute.

The statute you're thinking about only covered the cost of carriage (freight) and not the cost of the goods themselves. Your sale, unfortunately, was to the bankrupt.
