Legal Question in Employment Law in Connecticut

I applied for a Home Improvement Contractors license in Connecticut in 2005. I was denied due to a 16 year old non-violent felony record. Since that time, I have tried other jobs outside of my trade (tile and home improvement)...tried car sales, but was laid off in 10/08 and haven't been able to find a job since. Currently, my wife is the only one who is producing a steady paycheck and we have loads of bills and debt. I would like to either try again for a Home Improvement Contractor's License (is there a way to appeal?), or have my wife apply separately without me. If she did that, would she employ me or sub me and how would that work legally and for advertising purposes, as we would want all business communication to go through me, not her? (She's a pharmacist and would only be doing this to circumvent my record issues.) Any help would be greatly appreciated, as my wife and I are distraught over our limited options. We have, thus far, received less-than-stellar help from state in answering our questions. If only I knew, when I was a kid, what effect my actions would have on my future life and my family, things would have been very different.....

I can see no reason why you cannot obtain licensure. I have helped people through the application process previously and your criminal record from sixteen years ago should not impact your ability to get a license.
