Legal Question in Discrimination Law in District of Columbia

My son age 16 was robbed today inside a local Asian carryout. Afterwards he asked them if he could use their phone to call the police and they refused him. I am wondering if there is a law against such actions?

The robbery, yes, the store owner's refusal to allow the victim to use his phone, no, (as far as I am aware).
