Magazine Copyrights
I would like to produce a magazine I saw in Belgium. Is there any law that will impeed me to use the same idea ?

You would probably face Copyright challenges. I suggest you contact an attorney and then perhaps work out an agreement with the Publisher in Belgium to allow you to use the ideas and content.
