On average, how much does a Ch.13 cost in FL? Can a lawyer negotiate the debt without a bankruptcy? How much would that cost on the average?

The fee is set by whichever Bankruptcy court district in which you are located (ex. Middle District is between $2,500 and $3,500; but could be a little more). Yes, a lawyer can negotiate a debt without bankruptcy. The attorney will probably charge either a per hour rate or a % rate based upon the savings (ex. if the total debt is $100,000 and the attorney negotiates it down to 20%; he might charge you 10% of $80,000 or $8,000).
