Legal Question in Credit and Debt Law in Florida

A person working for a law office led a message on my answering machine. The message he left said this is a collection call and an attempt to collect a debt. Given this was left on my machine were anyone who was in listening distance could hear it is this a violation of the law? Also this is a credit card debt was last paid was 2003, way beyond the SOL

It is almost certainly not a privacy violation. While the statute of limitations has likely run, there are exceptions to it. If you have made a payment on the debt, that may reset the statute, and if they acquired a judgment on it before the statute ran that would extend the statute to 20 years.
