small claims court for cr card debt

Can a cr card co attach your bank acc. for their payment. Was this a scar tactted on their part to get me to agree to pay a montly payment? If i signed agreement to pay $50. a month do i have to honor this agreement if i was told they would aattacke my bank acct.?
