i would like to know if it is considered rape or sexual assault if a man tells a woman to perform sex acts on him while she is in a mania from bipolar 2 and what are the womans rights

A person must have the capasity to give consent, or no consent is truly given. A manic episode may or may not qualify, depending on if the woman knew what she was doing, not just if she merely regretted the decision later on.
