excessive force by police officer

is it possible to get copies of police officers records from the law enforcement agency to see if there are any allegations of escessive force used for trial on a new case?

If a lawsuit is filed, you can subpoena the records of the officer during the discovery stage. The department will have to provide the complete personnell files in response to a lawful request if it is considered material and relevant to your case.
