Child support can be modified if a change in the circumstances of either or both parents justify such change. A petition to the court is required. The court will decide all such issues of support, custody, visitation, etc. based on best interests of the child. A significant change in financial situation is often the basis for such modifications.
Also as to taxes - if the divorce document does not address the issue then when you file taxes you will be given a form - if your ex spouse does not sign it - then no you can not file for dependent.
