non-custodial parents rights to records

What is the name or reference number for the federal law that allows non-custodial parents to have access to their children's school and medical records? Where can I find a copy of it?

We are trying to get copies of medical records and school records for my finance's children, who live in Florida. One of the Dr.'s has refused to respond to our requests. The school has also not responded to our request. I spoke to the complaint department of the physician licensing board for florida and was told that they are not bound by federal law. Is this true?

Has florida adpoted a similar statue? If so, what is the reference number?

Florida Law - A non-custodial parent has rights to the medical, school or other records or information about the child assuming that the parents have shared parental responsibility (SPR) of the child. This would appear in the Final Judgment of Dissolution of Marriage and/or Marital Settlement Agreement. If the parents have shared parental responsibility then both have a say as to the important decisions to be made for the child and have a right to important documents. If the other parent is denying you this information and you have SPR then you may have to file a contempt action.
