parental kidnapping charges

can kidnapping charges be filed on a non custodial father who left the state of idaho with their son to the state of florida with permission from the custodial mother under the pretense that he would return with her son to idaho within a 4 month timeframe? what are the rights as to the returning of her son now, 2 years later, here in florida?

In Florida, the charge of kidnapping would probably not apply if the mother gave permission. However, a related charge, interference with custody, could apply regardless of the mother's permission. Federal kidnapping charges may also apply. I have no idea what charges would apply in Idaho or any state in between Idaho and Florida.
