Retroactive Support for Non-Visitation?

Chapter 61.30 (11)(c) in summary, states that if child support is modified, the amount of the modification can be retroactive to the date that agreed visitation was no longer exercised by the non-custodial parent. Am I interpreting that right? In other words, my child's father had visitation rights put into our final judgement, yet he has never seen her since she was born 3 years ago. If my child support is modified, can I ask that the amount of the modification be retroactive for the three years he's not been a part of her life?
