Legal Question in Family Law in Florida

Wife has left with kids to another state

My brother's wife recently left him with his two young sons and is now in Illinois (he is in Florida). They just moved down there recently and were about to get residency in Fl as of 4/22. She isn't divulging her location to him or my family. Is there any chance for him to get his boys back? What are his best options? He went to a lawyer and she was no help - he doesn't want to retain someone that can't help him out. What should he be asking a lawyer and also and recommendations around Venice, FL for a good lawyer that can help? Thanks so much!

The first important issues relate to what's been done in court before if ever and where was it done. If nothing has been done yet, then it's a question of what state's court has jurisdiction. Specific to the children it's usually going to be the "home state" of the children. I know what I'd do in IL...I don't know FL law.
