An X obtaining our child's passport

What actions are needed from me to allow her to take our child to a family friend's vacation house in the Bahamas? I took her 3 years ago and did not need her assistance, if any changes have been made since then, WHAT? Do I have to be present for passport papers to be signed if I am aware of the temporary leave of the state?

Both parents must for a child's passport to be issued, otherwise nothing special has to occur under American law.
