Legal Question in Civil Litigation in Florida

In the state of Florida, in an attempt to elongate the legal process, a defendant appeals to a higher court & the case has been sitting in oblivion for months, how can this be expedited.

The general answer is that it cannot. The appeals process is fairly slow. Needless appeals are part of the reason it takes so long.
