Can A Homeowners Association limit the numbers of cars for a 3 bedroom house to 2 cars? And Can they tow a car that has a visitors pass or can they limit the number of days a vistors pass can be used? We own the house.

Yes, yes, yes. You need to read your by laws and HOA rules. If the rules are spelled out, then they are probably enforceable, providing that they are enforced evenhandedly. This means they cannot single you out for enforcement.

If your title insurance policy references deed restrictions and HOA restrictions, that were recorded at the time that you purchased, then you should have read these before you obligated yourself to abide by them. You were obligated as soon as you purchased a property, and accepted a deed subject to these rules.

If the rules have been changed, since you bought, then you may want to determine if proper procedure was followed to change the rules.
