Legal Question in Personal Injury in Florida

Does an inmate who was physically abused in prison - beaten by guards, other prisoner- have the scars to prove same - black and blue, missing teeth, taken to hospital etc , meal trays held back etc. have any rights to damages...

How can you report this abuseagainst the DOC and make someone accountable...where do you start ?
