Legal Question in Personal Injury in Florida

Parking lot accident

My co-worker's car was slightly damaged by parking lot incident. Claims I owe him $640 for damages although there is additional damage to vehicle from another accident. Got estimate for $200 to fix our damage. He refuses to accept it wants full $640. His estimate is for replacement parts which would be included in claim of other accident. Our estimate is only to buff out scratch in bumper. He claims since car is leased work must be done by authorized Honda dealer. He paid law firm to write threatening letter. Am I liable for full $640 even though replacement bumper is not necessary to fix car?
