Would a German citizen with a great deal of money in the United States, suffer any monitary penalty if they gave up their Green Card?.

No. Relinquishing a green card or changing INS status has no effect on the

right to own property or investments in this country. Of course, if there is a

Homeland Security issue involved, or if the kind of investment has specific

rules relating to property ownership, there could be an effect, but generally the

owner of such investments/property are aware of these restrictions.
