selective issuing of parking tickets

I was recently parked at a beach parking lot vaguely posted as no parking 12a.m.-6a.m. (4'' square sign hard to notice). Since there were about 50 cars there at 12:15 we went ahead and walked on beach. 30 min. later we returned to find a ticket on my car, but car next to mine, which was there before us had none. So I checked every car in lot -20 by this time- and only 1 other car was ticketed. Is it legal for cops to pick out 2 cars of 20, the only 2 non-luxury cars, for enforcement and letting everyone else get away with it? This community has a reputation for catering to the wealthiest segment, and cops routinely single out people in lower valued cars for harrassment letting the Hummers and Escalades with rich teenagers ignore stop signs, etc. The issue is selective enforecement and economic discrimination.

Enforcement should not be selective but it would be all but impossible to prove. Your best bet would be to pay the parking ticket and avoid this area during the prohibited times. You learn in life that you must pick your battles, and frankly, this one is not worth the battle.
