If a husband and wife have a will together and one dies can the other change the will

No or yes. If you don't trust your spouse to honor your wishes, have your own will and end of life documents.

If you have a will together, then you probably have a trust in which case - no you probably can not change the trust. If you have mirror wills, then yes, when one dies you can change your will.
