credit,debt and collections law
a default judgement rendered against me on 06/07/1999. I get a garnishment notice in mail 02/01/08. Am I obligated to pay back this loan from the credit union?

You apparently have a debt, judgment and garnishment. You have obviously stated nothing to indicate you are NOT obligated (legally and otherwise).
