DV 1991 2 daughters 13 and 15 live with ex out of state. 15yr old has become trouble and ex no longer wants custody or for her to live with her. Family friend who met through kids at school has offered to take her in and raise her as her own. Question: Can I sign an affidavit or other paper giving her permission to register my daughter for school, sign permission slips for school events, or even have authority to okay medical attention in an emergency? Or would she have to have full custody/guardianship?

You can't do this with a piece of paper. It will take a court case.
