Base pay

In the process of reclassifying jobs from exempt to non-exempt base pay is being reduced by 15%. Is it legal for an employer to do that without a performance issue?

Generally, absent a contract, an employer may terminate an employee for any or no reason (except very few discriminatory reasons) and is required to pay only minimum wage. There is no geeral legal entitlement to a job, or above minimum wage and employers can generally change wages.
