Compensation and classification

After a compensation and classification study my class grade overall was raised considerably (17 levels) as had been promised. However, because of adjustments to the control mid point the results were no increase in hourly wages (not as promised). Is this legal? If so, how is it that I was worth 90% of my max pay yesterday, and today I am only worth 50%? It does not seem possible for it to be legal to raise someone's pay without raising their pay.

The info you posted about grades, levels, etc., means little without documents and a full explanation. However, the general rule is that absent a contract you are not entitled to a raise (above minimum wage) or even your job. It is generally "legal" for an employer to not give employees a raise.
