Is it illegal to install a sign on your property or outside of your subdivision about the builder if you are getting the shaft?

It depends on what wording you want to use, as well as your subdivision covenants, if any, and local ordinances. I do a good bit of homeowner law, on both sides of the fence. If you would like to give me a call to discuss, feel free to do so.

The sign may need to comply with the local authority's sign ordinances. That aside, chose your words carefully because you do not want to incur liability for alleged libel.
