becoming a beficiary to someone in another country

someone is trying to make me a beneficiary to funds in u.k. i have been instructed to send a power of attorney and then open a non resident account with a certain financial instituion. this person has never met me. he contacted me randomly thru email. he says he is dying and wants to leave his money to me to distribute to charities and keep a percentage for my help. my problem is i live in georgia, u.s. and the bank is in u.k. i dont want to get taken advantage of. i cant afford alot of money to make something happen. i dont know this person at all, only what he tells me in email and on the phone. please advise me as to what to do. should i send a power of attorney? shat steps should i take? help! thank you, mark

Absolutely NOT. There is NEVER a reason for you to provide a power of attorney to become a beneficiary. You are a potential victim of fraud. I would report this incident to the authorities.
