Legal Question in International Law in Germany

German governent wants cash for aging parent in nursing home

My grandma is in a nursing home in Germany and my mom here in Michigan just recieved something in the mail from the German government which now wants money from my mom to pay for my grandmas expenses. Can they legally go after my mom? My mom is a US citizen now and doesnt have a lot of money. My mom is also 62 years old and only working 35 hours a week. From the letter it sounds like they are telling her to fill out an extensive financial questionaire and if she doesnt they will just take the money from her. Any thoughts or advice is appreciated.
