according to ga divorce law if a person sends papers to the spouse to sign and they receive them, but do not sign them within 30 days, can the person requesting the non-contested divorce proceed without the spouses signature?

Re: ga divorce law

No. A person has no obligation to agree to amn uncontested divorce. An unsigned agreement cannot be filed with the court. In such a case you would have to serve a person by sheriff with a summons and complaint, which is generally the start of a contested divorce. (If unanswered and there are no issues of property and children and debts, the case may, in some counties, be handled as an uncontested case).
