city vehicle stickers

Is it legal for a community to adopt an ordinance that does not allow a recreational vehicle to be parked or stored in the village, but still force residents to purchase a vehicle sticker for that vehicle?

The short answer is dunno because situations like the one you describe are unique. My gut reaction, however, is that you would have a legitimate claim that the forced purchase of the sticker would be unenforceable.
