Gift Matrix Legal, or not?

I have seen several of these matrix websites. You purchase ebooks from them, and your name is placed on a tracking list. Once your name cycles through the tracking list, you receive a free gift item (usually electronics, or cash) that coincides with the ebook, or ebooks that you purchased. Is this a legal thing, or is it a pyramid scheme, or a lottery?

I'm not personally familiar with these web sites, and I simply cannot appreciate all of its intricacies by your short description. That stated, it sounds fishy to me.
