Legal Question in Credit and Debt Law in Illinois

My mother-in-law lives with us and the phone number is under my name and not hers. If I tell them not to call do I have to put it in writing since I am not the debtor nor is this the debtor's phone number?

Put a lock on the phone if you do not want her to use it. Or Take it out. If it is there, she will use it. How can you prove she is, and what is your "damage" for her using it?
