Legal Question in DUI Law in Illinois

DUI Law, IL resident & arrests in other states ! ?

If one gets arrested and is charged with DUI in other states (NJ, PA, CT, NY), then doesn't show up for scheduled court date in those states, what would happen to them? One DUI included an MVA with injuries (CT), another arrest was for DUI and possession of drugs (NY), there were TWO charges/convictions of public intoxication in PA, and the NJ DUI charge somehow got dismissed with the help of an attorney. This person currently resides in Illinois, and is an alcoholic.

Does the state of IL DMV do any kind of background check ?

Would this person be issued a driving license in Illinois ?

What happens to them if they don't return to the other states (CT, NY) to face charges?

Why does it seem like NO one cares about drivers like this ?

People care about drivers like the one you described, because they're dangerous. The other states have issued warrants and suspended his driving privliges in those states. The suspensions and warrants are listed on a national computer service. Illinois has them and his driving privliges are suspended here, too. If he is arrested here for any reason, the warrants from the other states will hold him in jail with a possible extradition to those states.
