Legal Question in Family Law in Illinois

My fiance and I are trying to get custody of my step-daughter. Her mother left her in my care and only calls once a month. I believe she's still getting govt. Assistance for my stepdaughter and she doesn't give us a dime. She has a case against her for child neglect but I'm not sure how far it went. Can he get full custody of his daughter since we can't find the mother?
