is there a provision in the law to allow a husband the right to divorce his wife if she refuses to have sexual relations with him?

Nice try...no, it's statutory. I have seen people who are just unhappy and don't want to separate for 2 years and file for "irreconcilable differences" simply put this under the heading of "mental cruelty" and proceed on that basis to get things over more quickly. But if the wife contests, oh boy.

You don't need a reason other than 'you don't get along'. Legally its called Irreconcilable Differences.
