Abusive website using my name as its domain name

I discovered a website using my full name, including my middle name, as its domain name (For example harleyripleyjohnson.com). The site has a distorted photo of me with an obscenity and about thirty paragraphs slandering me by name. While the site's DNS information is all fake (he uses obscenities as his name, address and email address) I know who is behind the site.

Is it possible to 1.) shut the site down, 2.) sue him for slander or 3.) take the site away from him?
