Legal Question in Civil Litigation in Illinois

I rented a rental car for a few weeks and let my cousin drive it. After I return the car I received a letter from the Illinois Toll way stating that the rental was photograph going through the I-Pass (the side where you don�t have to pay the toll because you have a pass). My cousin did not stop to pay the toll and passed it but he does not have a pass. He knew he did it because I barely drove the car and the days and time of the incidents I was at work and can prove it (We don�t even live by any tolls). I told him about the ticket and he said he�ll pay it. I gave him the letter to pay it but a couple of weeks later I received another letter stating that they had added some more money to the fined because it was not paid. The letter also stated that if it is not paid within a certain time frame it will go up again. Now my cousin is not answering my calls and not returning my messages. He�s basically dodging me. I do not have the money to pay this fined and I do not want my license to get suspended or anything from this. What should I do? Can I sue him to make him pay? File a police report or something? I don�t know what to do?

P.S. He also ran a red light in an out of town city, I received that letter yesterday. Please help me!

Lesson learned - don't lend out your car. You're actually really lucky he didn't get into an accident with the rental car. Since I assume he wasn't listed as an additional driver on the rental agreement, you would have had a real mess if there was an accident. Anyway, you can probably sue him in small claims court to repay you the money for the ticket.
