In the state of Illinois, can I make a punitive damage claim directly to the insurance company or do I need an attorney to sue for damages?

If you have to ask that kind of question, I'm going to suggest you need an attorney. Trust me, an insurance company will push back with as much might as they can and before you know it you will be motioned to death....

Well, it depends. If the insurance company is your carrier, you can make a direct action against them alleging the tortious conduct. However, if you are the claimant, you cannot make a claim directly against the tortfeasor's carrier.
