Medical Negligence in Circumcision of a newborn

My son was circumcised in the hospital when he was born in 1996. We lived in Illinois at the time and now reside in Missouri. The doctor who did the circumcision did an extremely poor job, leaving a lot of excess skin. We noticed this a few weeks after his birth and were told by doctors that he would ''grow into it''. My son is now five years old and for the past two years he has been having severe problems with this. He has excruciating pain in that area and even though I have been very cautious in taking good care of it (doctors have told me to makes sure he pulls the skin back every time he uses the restroom, to clean this area very well & to put some sort of antibiotic savve on the area) it still is constantly infected and causes him severe pain. His doctor now has said that if this continues he may have to be re-circumcised. I am not sure how the Statute of Limitation works in a case like this. I am sure it has run out but he did not have problems this severe with it until just recently. I was wondering if someone may be able to advise me on this. Thanks so much for your help.
