How does one act against the corruption of the BMC in mumbai?

I have been given to understand that there is a lot of corruption by the BMC involving the BMC private aided schools where-in the teachers of the primary are being suddenly forced to pay huge amounts of money towards the BMC or risk loosing their pension. A lot of teachers are already not getting their pensions for 4-5 years after retirement . All this despite their annual account audits . How does one go about legally filing a charge of corruption /highlight a scam in the making,especially when rules/records are being twisted and turned by the BMC to suit their shady purposes. Is it possible to conduct an immediate enquiry or involve the vigilance. Kindly advise especially since they capitalise on the fact that teachers cannot collectively stand up against their absurd demands owing to various constraints. Also the BMC run school teachers have facilities like taking huge loans on low interest and giving it else where for higher returns. WHY the difference between the teachers when the BMC itself is also a private body.

How does one legally gain ones rights while also ensuring that the guilty one are punished by law. Please help

Please consult a local lawyer anf file a WRIT petition in the Hon'ble High Court of Mumbai.
